Mission

       Following more intensive exchange with countries of the world in politics, economy, trade, society and culture, Taiwan people' vision of world has already converged with that from the other countries. As the result, it is increasing that the Taiwanese are marrying foreigners or people from mainland China. According to the statistic data from Department of Population, Ministry of the Interior, every one of 3.1 couples married in 1992 was marriage between Taiwanese and foreigners or people from mainland China. And the amount of children born from these marriages has increased dramatically. Among the babies born in 1992, 13.37% of their mothers were of foreign, mainland, Hong Kong or Macau origin, i.e. every one of 7.5 babies born in Taiwan was born by mother of foreign, mainland, Hong Kong or Macau origin.

       Although international or cross-strait marriages did increase channels for Taiwan people to get married, there were, however, entailed by many social problems owing to unstable foundation of emotional weakness, such as incompetent adaptation in life, unstable marriage, family violence, insufficient education for children etc. Therefore it is urgent for us to build up multiple measures for caretaking and guidance for new immigrants so that they can easily merge into local society; and local people can welcome the multiple cultures from afar. Thus happy marriage life can be achieved. Henceforth, in order to fulfill and implement the spirit of sustainability commitment for a healthy city, Taipei City Department of Civil Affairs actively plans and brings forth "Taipei City New Immigrants' Hall", the first one in Taiwan and was solemnly opened on February 26, 2005. Vice Mayor Jin, Pu-Cong, on behalf of Ma Ying-Jeou, took podium for the opening ceremony to witness this event.

       We decorate this Hall with "family" style and blend Southeast motif so that new immigrant friends can sense the true feeling just like in their native countries. In the Hall, people can read newspapers in Chinese, English, Thai, Vietnamese, Indonesian from native countries, can attend training courses for self improving. Right here, we can relax, get help and go helping people in need. For this cause, the logo of the Hall is formed into heart graph with the concept that "three people make a home". This reveals that Taiwan people tolerate ethnic difference. In this family full of love, there is no disrespect and isolation but unfailing love and concern!

       It is significant for the establishment of the Hall. It is the solid achievement that government does care about new immigrating friends, help them to get accustomed to the new hometown. And no doubt, it appeals to Taiwan people and the world that Taiwan expresses the most welcome to new immigrants. By force from the government, Taiwan helps them settle down on this land as soon as possible so as to march forward next brand new life milestone!
